Water Billing

The City of Ventura provides approximately 31,000 water and sewer connections to over 109,000 people. Bills for residential and commercial customers are mailed every two months and industrial customers are billed monthly.

The Utility Billing & Customer Service office is available to assist you with information about your existing accounts, starting a new service, or provide information about our Customer Service program. Please call: (805) 667-6500.

Office hours are: Monday throgh Friday, 9 am - 4:30 pm. Our Customer Service staff will work with you to help reduce your water and sewer bill. This includes assistance on how to read your water meter, water audits for home and businesses, and water conservation.

Our audits can help identify water loss problems including leaky interior and exterior pipes and plumbing fixtures, irrigation timing problems and faulty water softeners. Fixing these problems can reduce your water usage, and provide savings on your bill. We will also answer your questions regarding water quality.

How Your Water Bill Is Calculated
The water charge on your utility bill is based on a fixed service fee and a water usage charge. The fixed service fee is based on the water meter size. The service fee provides for meter replacement, meter reading, customer service, and billing services.

The water usage portion of the charge is based on a customer's service classification and the number of HCF (hundred cubic feet) used in a billing period.
For reference, 1 HCF = 748 gallons.

Residential customers' usage charges are calculated according to a three tiered water conservation pricing structure. To encourage conservation, the cost of water increases as usage increases. Nonresidential customers pay water usage charges calculated at the middle tier
rate of residential customers.

How Your Sewer Bill Is Calculated
Since there is no easy way to measure the amount of sewage discharged by a customer, the sewer charge on your utility bill is based on your water usage. Each year all residential customers are placed in one of six sewer rates based on their lowest water consumption on bills received during the annual sewer determination period of November 1st through April 30th, months when water usage is historically lower.

A customer's lowest single bill during a sewer determination period sets their sewer rate for the next fiscal year, July through June. The best way to manage your sewer charge is to reduce consumption in a single bill period during the sewer determination period.

Commercial customers are charged a minimum volume charge. For each HCF of water usage above their minimum, an additional volume charge is applied. Industrial customers pay a sewer charge based on chemical features of their discharged wastewater.
