My family enjoys going to the beach in Ventura. This summer I've noticed that there are some areas of the beach that are cleaned more frequently than other areas. Why?
You are correct. Ventura's beaches are taken care of by different jurisdictions. Maintenance levels along the coast vary from agency to agency due to budget, environmental protection, staffing & equipment, and amount of public use. Some areas are habitat sensitive, protected by strict environmental regulations, and require careful hand cleaning and grooming of the dunes. Other areas are sanitized and groomed by mechanized equipment. The different agencies involved with beach ownership and maintenance include the California Parks Department, California State Lands Commission, Seaside Park, Ventura Port District, and the City of Ventura. With this many jurisdictions, it can be confusing to sort out who is responsible for which part of the beach. To further complicate matters, there are partnership agreements on use and maintenance between various jurisdictions where one may own the beach and another take care of it.
