The General Plan states, “one of the primary objectives for infill
in Ventura is to produce mixed-use development that places most people’s
daily needs within walking distance of their dwellings…mixed-use
places inherently reduce automobile trips and improve the pedestrian
experience, resulting in safer neighborhoods, healthier citizens, and
better access to everyday needs…opportunities exist to augment
those [districts, corridors, and neighborhood centers] areas in ways
that complement and enhance existing urban form and streetscapes to better
serve Ventura residents.”
