The City of Ventura, in conjunction with other governmental agencies, offers various incentives for businesses that wish to start, relocate, or expand their business.
Site Selection Assistance
The City’s Economic Development and Revitalization Division is your
resource for site location in Ventura. Division staff maintains current
data on available properties and pertinent, site-specific permitting information.
Industrial Development Bonds
Manufacturing firms may qualify for tax-exempt and other forms of Industrial
Revenue Bond Financing through various state agencies and agencies affiliated
with the City of Ventura. The Economic Development and Revitalization
Division can assist with application procedures.
Employee Recruitment and Training
Incentives
The City’s Economic Development and Revitalization Division serve
as a liaison to local job training and career centers. This relationship
provides recruitment and screening services for qualified companies, including
providing a pool of qualified applications for your consideration.
Business Assistance Program (BAP)
Financial assistance is available to businesses looking to relocate or
expand their operations in Ventura. Commonly known as BAP, this City-sponsored
program provides low-interest loans of up to $125,000. Loan funds can
be used for façade and structural improvements, code compliance
issues, and working capital needs.
Recycling Market Development
Zone (RMDZ)
If your manufacturing business uses recycled-content materials for feedstock,
you may be eligible for low-interest loans of up to $2 million. Loan funds
can be used for equipment purchases, working capital, real estate acquisition,
and site improvements. Other RMDZ benefits include tax reductions for
the hiring of eligible workers and tax deferments for activities conducted

Redevelopment Agency Assistance
The City’s Redevelopment Agency provides assistance to development
projects in the Downtown area. Types of assistance include land write-downs,
the construction of off-site improvements, and parcel assembly. Contact
